Do you mean shorting all three insulated terminals together, or do you mean 
all shorted together AND to "ground"?

If the first, then obviously the designers decided they needed 3 X the 
capacitance that one section would provide.

If the second, then I agree: that would be very odd.

BTW, I am not a fan of those "canned" capacitors...
