Dave,
I have had 2 ARC-2's in my not too distant past and neither had that problem. Sticky meters were a common problem and I don't know why; but the 2 mA full scale meters are unobtainium.
Yes I would check all voltages to the PTO tube key up and down. Check the tube (of coarse!). With the tube cover off, thwack the tube with a thumb/forefinger thwack and see if the frequency moves and settles back. Maybe microphonic at HF?
Wish I had had that cool rotatable mount for bench testing you see in the manuals. Wrestling an ARC-2 on the bench can cause hernia of the upper torso!
Good luck, it's a cool radio with good audio but as usual for a command type set broad as a barn door on receive.

Has anyone else put an AN/ARC-2 on the air?
On key-down, the PTO drifts about a KC.
Before I take the cover off this gorilla of a radio
and wrestle it to the ground,
was wondering if this is common to the ARC-2 or
if I need to look for a bad cap on the 250 VDC buss
dragging it down on PTT.
