can you slide a business card or something similar between the split gears to clean out the gunk?

Try PB Blaster on those gears.  It has a cleaner in addition to a lubricant.  And of course there is always carburetor cleaner for the truly brave.  Or CRC electro cleaner for the slightly less brave (DO NOT USE ON PLASTICS but it seems Okay for phenolics).  Or CRC electronic cleaner for the carefully chicken.
