[ARC5] anyone know what it is?

the magnetic field warning strongly suggests it contains a magnetron
The battery charging label suggests it was/is battery powered
The label- transponder- along with the two items above suggest this thing is a battery charged radar transponder used to indicate a specific ground position, a drop zone for example on the screen of an airborne radar.
Crude radar transponders where used in WWII on D-day IIRC as part of the parachute drop .
