[ARC5] OT: Lady Thatcher Passes To History

Dear List Manager:
I have no objection to "OT" postings on this list provided:
(1) The subject clearly shows they are off-topic and
(2) The comments are thoughtful and well considered. 

Reason.  "One click and they're gone" is the cost of dumping an unwanted
message.
The cost is small and from time to time I benefit from well directed
comments.
Plus:  OT postings give me a more rounded view of list-members.  John
(or Harry) may be technically competent, and know a lot about ARC-5
sets, and if that's all I know about his personality - how boring!  
On the other hand I have little time for single-line comments like
"scary" when North Korea invades China (or whatever).
