If you can dig out the glue that holds the glass envelope to the base, you can twist
the envelope until the lead-out wires break, leaving the glass intact.
I did that at least once in order to salvage a base and use it for a plug.
There may be enough room in the base to fit a zener and still allow the envelope
to be reattached.
