[ARC5] BC-348 Reduced B+ Report

VR tubes are becoming like paper capacitors, way beyond their design life 
resulting in voltages all over the place besides being subjected to above 
the 30ma for the 7 pin ones. This happens to NIB, used but dormant for a 
long time, or in daily use.
