I believe you are correct, of course.  The ARN-6, ARN-7, et al ADF's 
have that exact frequency range, so suspect its a cannibalized assy from 
one of the control boxes.  That said, many of the old re-work facilities 
did custom avionic installations and this assembly would be typical of 
the parts used.  I know for a fact that PanAm and TWA had a lot of 
custom panels, made up for their 4-engine aircraft fleet.
