Yes.
In any case, the little bit of PCB that would be in something the size of a
bathtub cap isn't dangerous at all. If you were to BATHE in the stuff or drink
it there MIGHT be a problem...
As I said, I was told by an EPA rep that unless you are talking about a
MINIMUM of 10 gallons of PCBs, not to bother them about it.
