[ARC5] Cleaning Capacitor Oil Leakage

Several years back I was drilling into scrapped large caps and draining the 
PCB's and using to refresh various dummy loads that were filled with the 
rather useless modern oils.

I didnt get any PCB on me and those loads are still dry.
