(a) The 5" secondary battery isn't technically in turrets.  They are 
enclosed gun mounts.  Turrets are armored.

(b) The 5"/38 DP is the largest semi-fixed ammunition gun of the period.  
Meaning that you didn't adjust range by varying the powder charge as well as 
the tube elevation.  But the 16"-50 is a bag gun.  It's range varied with 
both tube elevation and the number of bags loaded.  So the fact that both guns 
appear to have about the same elevation doesn't necessarily mean that they 
are firing at the same target.  Of course, in a staged photo-op they 
probably were.
