No, but it isn't only the big rifles that are fired during a broadside: you also 
have to include the 5" rifles. There are 6 on each side.

9 big rifles plus 6 ea 5" rifles equals 15 guns to a broadside.

There is a photo of the Iowa firing a broadside, taken from directly over her. 
You can see the puffs of smoke from the 5" rifles.
