   The description by FDR in 1940 was that "when your neighbor's house 
is on fire you loan him a hose and get it back when the fire is put out."

     Obviously the comparison involving weapons of war is inapt, but 
Congress bought it -

     There are stories about pushing planes off carriers into the water 
at the end of the war, else the country that got them would have had to 
pay for them.

     There was the case (not involving Lend-Lease) at the end of the war 
of collecting most of the PT boats in the Pacific, running them up on a 
beach and burning them, as well as pushing other supplies off piers into 
the water, and then burying planes in Thailand -
