Well, the Japanese were buying (or trying to buy) radio gear from
Aircraft Radio Corp in the late 1930s. There was a whole file of
correspondence from the Imperial Japanese Navy to A.R.C. in the stuff I
rescued from Boonton in the mid-1980s and gave to the National Air &
Space Museum.
While they were behind in radar, their night-fighting at sea
techniques were ahead of ours in 1941-42 (Maybe the Germans were giving
them superior Zeiss night binoculars?) and their long-lance torpedoes
were way ahead of ours for quite a while. Our superior technologies took
a while to get into service as did our superior production. As Yamamato
said. "I'll run wild for six months" then watch out. From December 7,
1941 to June, 1942 (Midway) he did.
