[ARC5] hazmats?

  - and now Oregon is banning copper paint on the bottoms of 
recreational vessels of under 65 feet. but NOT on larger commercial or 
naval vessels. How much sense does that make? California is about to do 
the same thing.

     Several years ago you could use an infinitesmal amount - less than 
an ounce to a gallon - of a tin derivative in copper bottom paint and it 
would keep off the barnacles for four- six years. Without it, two years 
max. So you have to haul out and re-paint twice or three times as often, 
washing copper off when you repaint. Costs a lot and makes more mess.

     And commercial and navy ships still use the stuff by the tankcar 
load. (a friend had a Navy buddy liberate him some of the Navy's best 
some time ago.)
