Clock repair people have for a long time used little hand operated  
drill holders - the size of a medium "jewelers screwdriver" that has a  
spiral body and a little collar you move up and down.  Called a Spiral  
Push Drill.  Here is one:

I think that for the size of the Arc-5 screws, and especially the  
brass ones, this little tool would do the job with little danger,  
nearly no noise, and very low investment.  Ultra precision is not  
needed when drilling out a small broken screw.
