Who said anything about homing missiles? Chaff was used to blind and confuse 
search radars which could direct fighters against the bomber streams and 
fire control radar directed antiaircraft artillery. The German's used it a 
little, the allies used it a lot in combination with barrage jamming. We are 
talking tens of thousands of tons during WWII. See:
