The government deals in BIG quantities.

Years ago, I was in a military disposition warehouse. One item available
was a single lot of perhaps 30 to 40 standard wooden pallets. Each pallet
had 20 or so cardboard cartons on it. Each carton was packed with probaly 
boxes 48 or so smaller boxes. Each of the small boxes was filled with 100
or 144 douche nozzles.

As I said, the government buys big lots of stuff.
