The milkweed pods were used for Kapok-filled life jackets, all right. I 
remember reading about that in WWII issues of National Geographic which 
my Grandmother had collected.

Those Kapok-filled life jackets were never designed nor meant to support a 
man for longer than it took to get him to a boat or life raft. They would soak 
up water and get waterlogged after a few hours of immersion.
