Years ago, I used to go to the state disposal agency site, where excess
federal property that had been given to the state was parceled out to
various activities, including schools etc.
One time I saw a pallet load of a dozen or more of the latest $50,000+
Tektronix 7000 'scopes come in. I wanted them badly for an MIT research
activity, but was told they were unavailable and going to a technical high
school "so the kids could practice soldering".
That says it all, to me.
