I wouldn't blame the politicans but the constituents (read lobbyists) who persuade the politicians to dispose of "surplus" so that their clients will receive contracts for the replacement equipment.

what is sad/disgusting is how little regard the politicians and officials
have for "Other Peoples' Money"- both then and now.
There is a SciFi book, maybe "The Door into Summer" by Heinlein, that has
a guy breaking up brand new cars for scrapb, built for the government.
Shades of Cash for Clunkers. :((
