I've heard at least 2 first hand accounts of the same, Ken. One from a
fellow who told me about burying a lot of surplus Springfield 30.06
rifles under the new parking lot around the armory in Manchester NH.
Another from a friend who related the approach being used during
National Guard drills. They were issued X number of full ammo crates
to use for drill. They were expected to use it all. If they didn't,
they buried it. When I asked him why, he said 'The CO said to do it,
so we did. Why bury it? Because the paperwork required to turn it back
in required an hour or better to complete."

Apparently if you "used it all", no one asked questions. If you
didn't, you had to account for all rounds, or something like that. No
surprise that gov't inefficiency would show up in the military as
well.
