True, as my note explained.  However, when was the last time someone you
knew used mHz and actually meant millihertz.  Limiting ourselves for the
moment to this list only, my money says never.

True for the unit symbol or abbreviation, as my note explained.

You are stating that when the unit symbol follows a prefix representing some
multiple or fraction, the unit symbol may be lower case.  That is NOT
correct if the unit symbol represents a proper name.  When done so, it's
just an example of carelessness or ignorance of the accepted convention.
