I can only speak from my experience with restuffing several dual section
bathtubs in a Navy RCH receiver (mfr. E.H. Scott) which are plate and screen
bypass caps for the IF amp tubes and some others. The caps had either gross
leakage or were outright shorted. The lid was soldered, and it came off
clean and easy after heating it around with a high-wattage soldering iron.
Inside it was filled with wax. I replaced the original wax impregnated paper
caps with 630V mylars and resoldered the lids. From the ease of reflowing
the solder, it seems that the cans are tin plated. They look now as if they
were never opened. I made a label which I stuck inside the chassis, listing
the caps which were redone.
There may be other manufacturers who utilized different materials and
fillers, so I can't add further info.

Does anybody know:
What are the cans of WW II bathtub capacitors made of? Brass or Steel?
What is the plating? Tin? Zinc? ??
What kind of oil was used to fill them? Mineral? Something chlorinated?
Is there an increased failure rate on caps with one side electrically tied
to the case v. those with both terminals of the cap floating?
