The simplest solution for any of the 3-4 MC Command Transmitters
is 200 pFd  1000 VDC or better between the ANT post and 
the coax center conductor.  Adding a  4:1 Unun will improve 
the match and the harmonic attenuation.

For 40 Meters, use 50 pFd.
For 160 Meters, use 1000 pFd.

IMHO, the extra 5% you'll get out with a variable cap 
in place of the fixed one is not worth the "kludge" 
you'll have to do to implement it.  YMMV of course.
