Thank you to everyone for the good info and suggestions.

The snubber overheats with or without load.

The .02 snubber cap has been replaced with 
a .02 disc ceramic rated 1500 Volts.

The OZ4 delivers the proper voltage and sources
enough current.  Transmitter output is above spec
and modulation is good as long as I dare run it-
a few minutes at a time.

I subbed solid-state diodes for the OZ4.
Still worked fine and the snubber still overheats.

More tests later.  Work time!
