As Roy so accurately pointed out, take a hammer to it, and use its base to 
replace it with 1N4007s or similar.

It DOES sound like your vibrator has stuck or sticky contacts, or the 
snubbing capacitor is shot. IMHO, there isn't much you can do about that. 
You may even have ONE contact of a pair (if the vibrator is a synchronous 
type) that is stuck. Sometimes giving the vibrator a good whack will loosen 
those...if you do it right. 

Or the vibrator's coil might have a shorted turn.

Replacing the mechanical bits inside the vibrator-can with SS components is 
not all that difficult, works better and is more reliable.

For some reason, I never saw your original post, David, so I don't know 
exactly what the issue is.
