[ARC5] What is THIS?

It appears to be an ARC-5 that started life tuning 1.5 to 3 MHz and was then
modified. The dial plate looks like it is from a RU or BC-AX-229 series
receiver. The owner did provide a tuning chart for the new tuning range.
