I have an R-28/ARC-5 with with an
inspection tag from NAS Norfolk Va
dated 11-23-53.

The frequencies in it are

A 121.5
B 142.74
C 126.18
D 135.9

So the change from 140.58 to 121.5 took place
prior to November 1953.
