[ARC5] Command TX Repairs

On most variable caps, the inner end of the shaft has a single ball as a
thrust & rotation bearing. The other end has a ring of balls in thrust and
the shaft goes through the center of the ring. The shaft is the inner
race, the frame the outer race.
