Jay,

Those are complete crystal holders.  From the pictures you can't see  
the (three?) large pins on the bottom of the case.  I don't remember  
the designation of that type of holder, but if I remember right, they  
were used in pre-ww-II mobile radios and some military radios no  
doubt.  I suspect that the seller used the word "plates" because it  
appeared on the name plate of the things.
