The first time I went to Libya was I think early November, 1977. Due to a
communications screwup, no one from Oxy met us at the airport, and we
eventually caught a ride to the guest house with another expat we met.
Apparantly, just before the revolution, someone (the US probably) was building a new
divided 4-lane highway from Tripoli out to Wheelis. The guy we were riding
with said that after the revolution, the Libyans completed the construction,
but for years operated it as two parallel 2-lane highways.
