My experience with VOM-type DMMs when measuring complex impedances such presented by a leaky capacitor is that they contunuously cycle and never settle down to a constant reading. Probably has to due with the auto-ranging. I keep a simple little analog VOM for quick leakage measurements, but the best device IMHO is the ZM-11.

Well, all this talk about checking capacitors has motivated me to purchase an inexpensive unit that will do the job.
For those of us on a 'Harbor Freight' budget, do they or another source have a reasonably priced DMM or something accurate enough to get the job done?
I have seen some DMM threads on this or the glowbugs group, but my interest has now been piqued and now I'm paying a little better attention.
Something small not requiring too much real estate on the 'ol bench.
