[ARC5] Reviving squealing "command" receivers (re-capping)

Well, all this talk about checking capacitors has motivated me to purchase an inexpensive unit that will do the job.

For those of us on a 'Harbor Freight' budget, do they or another source have a reasonably priced DMM or something accurate enough to get the job done?

I have seen some DMM threads on this or the glowbugs group, but my interest has now been piqued and now I'm paying a little better attention.  

Something small not requiring too much real estate on the 'ol bench.

  When checking the multi-section caps for leakage, also
  check for leakage between each section, as well as
  each section to common.

  Have a BC-946 that would increase its gain as it warmed
  up, along with the sensitivity control having less and less effect.

  Turns out one of the 3 section caps, each section checked OK
  by itself, but there was considerable leakage between two of
  the sections, which increased as the set warmed up.
