On the tubing or pipe cutter, I'll add one selection point I don't think
Dave mentioned. All (or virtually all) cutters will have a cutting wheel and
two backup wheels or rollers. On the smaller ones the backup wheels are each
often one solid cylinder. To cut off the flange and mica or phenolic disk on
the canned capacitors, you need a cutter with a groove in the backups that
is wide enough to straddle the flange while allowing the cutter to sit
perpendicular to the longitudinal axis of the capacitor can. On the small to
mid-sized cutters this may require removing the backups and making or widening
the grooves. Fortunately the backups are usually easily machined (not highly
hardened steel).
I'll add that my preference (also on vibrators on the rare occassion when
they must be opened to repair) is to open up the crimp instead of cutting the
can. Takes more time on the front-end, but less at the closure. Tool I
use is the narrowest Xcelite flush end-cutter, with the cutting edge on one
jaw ground flat.(and painted black).
