[ARC5] New ARC-5 Transmitter Discovered

Not part of the ARC-5 system.  This is a Target Transmitter.  It is used to 
calibrate direction finding sets by placing it in a known location and then 
tuning a DF set to it.  It has a tripod attachment on it's base.  Could also 
be used as a training device to training operators in finding a transmitter 
source by DF methods.  Low power only a couple of tubes, battery powered..
