No docs will probably ever be found, but here's my "bet:"
It was a global war; Roosevelt and Eisenhower never let 
an opportunity to drive that home go by without pointing it out.
Many allied countries to which we sent gear were 
at different "tiers" of technological development.  
Many were still using Naval radio conventions from the 1920s.
We sent AN/ARC-5 sets (and GF/RU and SCR-183 etc.)
all over the world.  Places like Panama and Columbia still 
used loops and we certainly weren't going to send "SECRET" 
equipment to Iran or Greece or Albania.  
The loop terminal showed-up again so it could be used 
by tertiary players with loops- 
Betcha coffee and donuts ;-).
