[ARC5] Basic Question on Use of Command Sets

Relative to the ongoing discussion of audio output capabilities of ARC-5 sets, prior to WWII was there any need for such sets to be used in anything but fighters and perhaps 2 seat trainers?

Didn't the pre-war bombers and transports use Liason sets like the BC-224-A?  As we saw in those photos for that unrestored O-47, which did not seem to have an Command Sets, either SCR-183/283 or 274's.

Was the SCR-274 equipment added to bombers fairly late, just before the war, when they realized that just the Liasion set alone was not adequate for operational use?

If so, the need to run more than a couple of headsets with the receiver output would not have been required.  And bombers had intercom systems to take care of the larger load anyway.
