[ARC5] Receiver current drain

I'm with the folks who think a regulator circuit
would do the job well.  One of our folks 
(can't remember who- please forgive) 
presented a couple of circuits using 
an IRF730 HV Mosfet and a bunch of zeners.  
I built it and it works well.
