Ken,
Since you are already dealing with a solid-state supply, you may be able to
add a solid-state switch in the HV side of the supply, such as a triac in
the
lead from centre tap of the transformer secondary to ground. Then a simple
delay (transistor to 'Darlington' the triac gate, diode, R, C, or some such)
would keep the HV off for 30 seconds or so. This would fit into a small
space.
