Sorry, not true. Once you know what a good semiconductor junction
looks
like, you trouble shoot a board or power supply quicker than any other
method.
And with a component tester on a scope, you can find bad capacitors
in circuit.
FWIW, I have fixed at least a thousand power supplies over the last 25
years, with a comp tester.
