Judging from the appearance of the winding bobbin, I think the buyer should be aware that
the transformer construction probably has the two 115 windings scramble-wound, so it is
not "as safe" as a proper transformer with fully insulated winding layers. The only way to be 
sure may be to dissect a sample.
