[ARC5] "Quiet" ARC-5 Keying

It seems to me that using FETs etc is complicating what is really a rather
simple problem. If one does not have a modulator, then a resistor network
Dave presented a couple years ago will work just fine in its place for
powering the radio from a single B+ source. Given this, a single relay can
handle keying without getting all fancified and stuff. With proper
isolation, it doesn't even have to be noisy.
