Hi Les,

Some of the IFTs and other tuning components rely on a connection being
made to ground through the mounting hardware (i.e. there are not enough
pins available; the ground connection effectively adds a pin).

If you aren't connecting the mounting lugs to ground, the padding capacitor
may be floating (which would explain a lower-than-normal resonant
frequency).
