Some congressman's district (more likely several districts)
needed contract work projects, so the radios they built 
had to go somewhere (only half kidding :).

Remember there was a "wider world" than
just the U.S. and the U.K.  Aviation HF was first-tier 
in a lot of the world until just recently.
