You're probably right, Mike - that seems like a convincing bit of 
speculation.  Another list member more experienced in such matters 
reminded me that every aircraft carrier in the US Navy, and many shore 
stations, had General Electric model TBA transmitters - 4 to 26 MHz at 1 
kW.  They were first in service in the very early 1930s, and were still 
in production towards the end of the war.  His admonition was to think 
beyond aircraft radios.  So I guess there was never an instance of 
airborne HF ELINT for the US Navy.  They were totally blind.  I suppose 
that's why Pearl Harbor occurred, come to think of it. <huge grin>
