You can report excessive shipping and handling, although I don't know
if it does a bit of good in individual cases.

At the very bottom of each auction page, in the fine print, there is a
link to 'Policies'.

On the right side of the 'Rules and Policies' page there is a box
titled 'Shortcuts' and
a link to 'Report a listing violation'.  From there, select 'Listing
policy violations' from the drop-down, and 'Excessive shipping and
handling' in the 'Detailed Reason' and 'Additional Information'
fields.  In the next box cut and paste the item number(s) you wish to
report.

As others have noted, the best way to curb excessive shipping and
handling is to not patronize such sellers.  They get fewer bids and
eventually might get the message.

Sellers do make honest mistakes and put in a wrong weight.  A polite
note asking if the shipping is correct will sometimes yield a
correction.  If it doesn't, then you know who you're dealing with.
