I consider a navigation system one that allows the user to determine his
position whereas a homing system allows the user to go to a known position
but doesn't tell him his position until he arrives at the known point.

In the OP context, "navigation" clearly meant getting to a specific place
(at a specific time) for the intercept. The ZB would have been little use
for that, unless a ship was sitting underneath. OTOH, something like LORAN
could have helped a lot.
