There were some 12-volt sets produced. They are scarce.
If it is factory-designed for 12 volts,
the set will be nomenclatured with an "X" suffix,
i.e. " R-24/ARC-5X",
with a second line that says "14 VOLTS DC."
They will also be stamped in yellow paint on the back
and occasionally on the top: " 14 VOLTS."
No set would have left the factory with a
standard AN/ARC-5 tag, stating "28 VOLTS,"
unless it was in some way over-stamped or
re-tagged, denoting 12-volt operation.
That being said, many sets were professionally
retro-fitted after-market for use at 12 volts, especailly for service
outside the U.S. Australia's RAAF used them at 12 volts
but did mark them as modified.
These companies usually did their jobs well,
and the results look very "factory."
