Thanks everyone for your input.
My surmise from this is that the "Bristo" was for replaceing knobs, the Phillips was for connector repair, the tube puller is for (obvious to us) tube pulling, and the knob is for local tuning to determine if a mechanical problem exists between the control head and the receiver.
My next guess is that this kit was available to radio men that worked on civilian aircraft and was specific to A.R.C. equiped civilian aircraft.I have not yet determined if the tube puller is for octal or loctal or both. Comments?
Yea? Nae?

It's certainly a fair question. As I conjectured above the photos of
he tool set, I would have thought that the Bristo wrench and
crewdriver in the kit would have been part of the basic technician's
ool issue (naturally including flat blade screwdrivers) - not
pecialized tools for use only on the command sets. It may have simply
een a requirement from some nameless bureaucrat...wouldn't have been
he first time.... :-)
I can think of only a couple of screws on the sets that has a Phillips
ead. One is a #4 sheet metal screw that retains the little covers and
lock-off plates over unused parts on the control boxes, as well as the
ameplates on some of them. The other is a flat head screw that retains
witches in the control boxes. Can anyone recall any other applications?

Thanks for the reply Gordon, but why a Philips (+) screwdriver? I would think
flat blade (-) would be more useful considering the numbber of slotted screws
sed on A.R.C. radios.
